NEW 14 Feb 2012: the final version of this drogue reassessment 
has now been completed.  The drogue loss information from this 
reassessment will be incorporated in the next update of the 
standard drifter data assembly metadata file

After that, the must updated assessment of drogue information
will always be found in the standard metadata file,
and the files in this directory will then serve to
document erroneous drogue loss dates prior to this reassessment.
