Description of decoded EMC Doppler radial files sent from NOAA aircraft

The EMC radials files that go to the NWS gateway are encoded.  I have software
at AOML that can decode them and put them on our ftp site (via https).
Below are a few lines from a file.  

Line 1: YYYYMMDD (year month day [GMT] that the flight started

Line 2: Aircraft number NXXRF (42, 43, or 49)

Line 3: Storm number 100's are Atlantic, 200's are eastern Pacific, and 300's are central Pacific
So 115 below is AL15

Line 4: How many radial bins

Line 5: The radius of the first bin

Line 6: The radial resolution of the data

Line 7: Octal for type of data. Showing whether data have reflectivity,
radial velocity, or width.  001 means reflectivity only 010 means radial
velocity only and 100 means width only.  So 2 in octal is 010 or radial
velocities only.

Line 8: Type of antenna.  3 is the antenna designed by Malibu for AOC
for the P3's. 2 is the antenna designed for the G-IV

Line 9: Which repeats between radial velocity data

Line 10: Epoch time, aircraft latitude, aircraft longitude,
aircraft altitude (m), mathematical earth-relative azimuth of
pointing angle (0 east, 90 north, 180 west, 270 south),
earth-relative elevation angle

Lines between lines of type line 10;  Doppler radial velocity, relative to
earth, with aircraft motion projection removed, and an estimated fall speed
removed as well.  -8888 is a flag.  Velocities are NINT(Vr*10).
Vr defined positive outward.
