Fixed Tickle, Config, and VB Test Ap to work with win7 64bit.

Fixed an issue in the tickle program that caused it to continue
tickling the board when a user defined program was stopped.
New version of tickle program is 1.10.

is still on the CD in the Win_Old_xxxxx directories.
