Had to restart mission.
Originally started mission using WXWXA - but from San Francisco, 
needs to be WXWXE.
Did not send any obs using WXWXA - but this is why mission starts 
over the Pacific instead of Travis.

First and 2nd ob at FL260.
3rd and 4th ob at FL280.
