REMARKS:
Radar Fix was made.
Ignore VDM.  It was not transmitted.
Initial max wind drop was found to be much lower.  Transmitted only 
second drop.
Max wind 64 knots outbound, Max SWS 52 knots outbound.
Downgraded to TS following radar fix.
