REMARKS:
re-radiator for  the drop pallet has gone bad....not letting sondes 
to lock onto gps as they normally
would.  ascended to 12,000-ft in order to account for drop lag to 
lock-on once out of the plane to
get data from 700mb and down.

system was upgraded from tropical cyclone (1st, 2nd fixes) to 
typhoone (3rd fix)
